Duties and Mandates

The following text is a translation of the Proclamation No. 64 Pr.K./DNS of the ministry, defining functions and duties of all departments of the Ministry of Land Management, Urban planning and Construction. (see Organisational Setup of the Ministry)

Article 4:

Department of Administration and General Affairs consists of 3 bureaux:

  • Bureau of Order
  • Bureau of General Affairs
  • Bureau of Protocol and Information

A- Bureau of order

The bureau has the following roles and responsibilities

  • Controlling all incoming and outgoing letters of the Ministry
  • Circulating administrative documents to destinations
  • Keeping files and managing library

The bureau is led by one chief and deputies for assistance as required by necessity.

B-Bureau of General Affairs

The bureau has the following roles and responsibilities

  • Keeping stamps of the Ministry
  • Acting as messenger (within the Ministry and Inter-ministries)
  • Guarding and cleaning the Ministry
  • Controlling mission documents when getting principles from the leaders
  • Typing

The bureau is led by one chief and deputies for assistance as needed.

C- Bureau of Protocol and Information

The bureau is responsible for

  • Presenting information of documents to the leaders
  • Making minutes and reports
  • Making plans of action for the Ministry
  • Attending meetings and visiting localities with the leaders
  • Arranging for national and international festivals
  • Arranging an audience for the leaders
  • Contacting national and international media and providing information
  • Cooperating with the assistants of the leaders to arrange weekly programs for the leaders
  • Researching and collecting information from various papers, that relates to the Ministry for the leaders
  • Extracting and compiling information, pictures and activities of the Ministry for records and dissemination.
  • Making speeches and messages
  • Arranging venue and festival places
  • Managing services
  • Making formalities and being responsible for protocol

Article 5

The Department of Personnel consists of 3 bureaux

  • Bureau of Civil Service and Salary
  • Bureau of Personnel
  • Bureau of Policies and Training

A- Bureau of Civil Service and Salary

The bureau is responsible for

  • Examining the payroll of all civil servants of the Ministry
  • Making statistics of the civil servants (monthly, quarterly, semester and yearly)
  • Storing the data of civil servants in the information technology system
  • Classifying ranks and positions of civil servants, specialists, based on the particular statute of civil servants
  • Making programs for specialist positions and human resources of the Ministry
  • Making administrative documents for civil servants, deleting their names from the list, formally accepting civil servants etc.

The bureau is led by one chief and deputies for assistance as needed.

B- Bureau of Personnel

The bureau is responsible for

  • Preparing and controlling documents of civil servants and specialists at central and municipal/provincial levels
  • Making papers to nominate, promote, discipline or dismiss civil servants
  • Making formalities and other papers related to civil servants
  • Completing papers for civil servants who move our
  • Whole administration and information (order-file)

The bureau is led by one chief and deputies for assistance as needed.

C- Bureau of Policies

The bureau is responsible for

  • Making formalities for civil servants who retire and who are physically disabled
  • Making formalities for civil servants who leave their positions vacant without pay
  • Making proposals of support for civil servants when there is an accident, disease or death
  • Making plans for professional and technical training of civil servants and skilled workers
  • Concluding, evaluating the level of profession of medium specialists and skilled workers during and after the training in collaboration with Professional Training Center.

Article 6

Department of Planning, Economy and Financial Affairs consists of 4 bureaux

  • Bureau of Management and Supply
  • Bureau of Accounting
  • Bureau of Financial Affairs
  • Bureau of Planning and Economy

A-Bureau of Management and Supply

The bureau is responsible for

  • Coordinating the work of planning, economy and finance
  • Controlling and circulating administrative documents
  • Summing-up and making reports of work activities
  • Controlling warehouses, internal fuel, and national and international gifts

The bureau is led by one chief and deputies for assistance as needed.

 

B-Bureau of Accounting

The bureau is responsible for

  • Monitoring, following up, reviewing the control of special account
  • Controlling all revenue of the Ministry for state budget
  • Taking part in examining the quantity and quality of all materials and equipment to be kept in a warehouse, and requesting approval
  • Controlling movable and immovable property, and stocks, and making inventory regularly
  • Preparing perpetual bookkeeping and accounting statements
  • Using information management system for financial activities and accounting
  • Cooperating to coordinate the evaluation of finance and economy on investment projects which use internal or external resources for development
  • Advising accounting work of all units under the Ministry
  • Examining and raising proposals related to the rent, sale, transfer and auditing of real estate
  • Registering accounting
  • Making sum-up reports on revenue and expenditure on semester and yearly basis.

C-Bureau of Financial Affairs

The bureau is responsible for

  • Making plans of revenue and expenditure of the Ministry
  • Examining and raising opinions to leaders in collecting revenue in accordance with the financial law.
  • Examining all proposals of units, and completing formalities in line with the procedures of the state budget expenditure.
  • Asking for request to make a regularity of budget
  • Gathering needs on expenditure programs for the leaders’ approval
  • Controlling repair work of materials and equipment that belong to the central and local levels.
  • Completing formalities regarding expenditures
  • Controlling institutions and enterprises

D-Bureau of Planning and Economy

The bureau is responsible for

  • Preparing yearly plans of materials, spare parts, fuel, and means of transport
  • Collecting all data related to the planning of revenue and expenditure of the Ministry
  • Cooperating to coordinate financial statement adjustment
  • Monitoring and controlling public work
  • Participating in checking the quality, quantity and cost of materials and tools to be stored in a warehouse.
  • Monitoring and coordinating investment work
  • Monitoring and coordinating assistance
  • Controlling state property at both central and local levels
  • Taking part in all activities relate to the general planning of the Ministry
  • Making reports on statistics of materials and budget on the monthly, quarterly, semester and yearly basis.

Article 7

Department of Legislation consists of 2 bureaux

  • Bureau of Legislation
  • Bureau of Juridical Affairs

A-Bureau of Legislation

The bureau is responsible for

  • Drafting juridical acts and regulations
  • Studying and proposing amendments of existing regulations
  • Cooperating with ministries, institutions and NGOs to study and provide experiences on legislation work

The bureau is led by one chief and deputies for assistance as needed.

B-Bureau of Juridical Affairs

The bureau is responsible for

  • Reviewing and rectifying the texts of law, provisions and norms of departments and offices under the Ministry
  • Providing legal consultation to departments, units and offices under the Ministry to apply its competence
  • Examining the legality of documents and papers

The bureau is led by one chief and deputies for assistance as required.

Article 8

Department of Economic Development, Investment and International Relations consists of 3 bureaux

  • Bureau of Economic Development
  • Bureau of Investment
  • Bureau of ASEAN and International Relations

A-Bureau of Economic Development

The bureau is responsible for

  • Studying master plans of cities and provinces for development
  • Compiling, analyzing and evaluating data to ensure the perfection of proposed development targets.
  • Communicating and collaborating with specialized units of the Ministry and institutions concerned to make development plans.
  • Making development programs
  • Disseminating development projects and encouraging investment on the projects of the Ministry.
  • Monitoring and evaluating all the implementation of approved projects
  • Researching and comparing projects of national institutions and those of other countries.
  • Compiling documents related to the activities and achievements of the Ministry in the field of short-and long-term economic development.
  • Formulating formalities of companies’ contracts on implementing projects.

The bureau is led by one chief and deputies for assistance as needed.

B-Bureau of Investment

The bureau is responsible for

  • Analyzing investment projects regarding worth, shortcoming or irregularity of the projects
  • Coordinating the work between investors and specialized units of the Ministry
  • Coordinating with the Council for the Development of Cambodia (CDC) or institutions concerned.
  • Coordinating in making formalities and relevant papers to be submitted to CDC for examination
  • Collaborating with experts to determine projects to be acceptable and put for bidding
  • Participating in preparing documents for bidding, and cooperating in bidding for investment projects.
  • Advising on the investment agreement between the Ministry and investors.

C-Bureau of ASEAN and International Relations

The bureau is responsible for

  • Formulating plans and communication programs and international cooperation
  • Preparing documents for international relations and cooperation
  • Coordinating and making projects for assistance
  • Coordinating between donors and specialized units
  • Monitoring all the implementation of projects that use aid budget.

The bureau is headed by one chief and deputies for assistance as required by necessity.
